Hi: Is there a filter to output to the Decklink Video Capture Card?

Do you mean DirectShow filter or VierualDub one?
In first case, run GraphEditPlus, add the card to a graph and see what pins it provides and what mediatypes they expect/produce.

Hi, I'm also trying to render to a Decklink Video Render DirectShow Filter but cannot find an output pin that can be connected to the input pin of this Filter.  When I select See allocator requirements on the Input pin I get "Can't get requirements" 80004005: Unspecified error.

Not every filter reports its allocator requirements but it's not very important.
More interesting is what mediatypes filter expects, usually shown when you click on its input pin in GEP.
