hi,
I have sed VE wizard to try to inprove the image...however...image still looks pixelated.
VE applies 2d Cleaner
VE applies MSU Smart Deblocking 0.8
Are there other VD filters I am forgetting to use in order to make the image more clearer. Thank You !

Put the Smart Deblocking first and play with its settings (try setting different ones in Advanced mode and pressing Preview in VE window). Hard deblocking is what this video needs. Only after deblocking there maybe some sense in 2dcleaner or smart smoother. Or maybe strong deblocking will make it too smooth already, then you'll need a sharpen filter.
Anyway, switch to advanced mode and try different filters with different settings, first of all the Deblocking.
PS And surely there is no work for Super Resolution here - do not insert it to the sequence.

Try UnBlock:
http://avisynth.org.ru/unblock/unblock.html
, it's one of the best for hard cases.
